Well, no, you seem to think the Mexican government is weak, quite the opposite. Inefficient? Indecisive? Corrupt? Inept? Incompetent? Farcical? Yes, to all the government they might not have the American Army's power but they are far more powerful to a regular citizen while holding office, they hold all the keys, especially the money, we may be a federation on paper but one were the federal government collects almost all taxes and by law is allowed to keep 80% of it. The PRI rule was called the Imperial Presidency by Vargas Llosa and it was not just the form the succession took, was the complete control of the country, while we had a brief flirt with democracy and checks and balances the current government is a return to full form. Cartels might be powerful for criminal civilians but they have nothing on the army, if they haven't been wiped out is because they make politicians money without being able (or interested) to challenge their political power (directly). So fighting crime is not really a priority, since it might clash with their cash flow, especially when they can keep society, and even most of the victims, appeased by hand outs
Of course any government investing in it's people would help, but 1. It's not that easy to agree what even counts as investing 2. I don't see a reason a an all powerful government should be that concerned with what people want, after all it's way easier to rig elections, than to try and satisfy every person's definition of "investing"
Also, not only Mexican nationalism inexorably means to be anti American, as most of my countrymen will tell you when they remind you that your clay belongs to us, so I don't know you'd reconcile that with taking advantage of the opportunities US represents, any nationalism will lead to protectionism and dumb stuff like trying to get a "Mexican car brand competing in the world stage", as you put it, for the same jobs and economic benefits we already get building cars for "American" companies, instead of focusing on shit on high demand where we have no real competition like avocados, or really most vegetables, beach tourism, food tourism, solar power and green energies in general, good beer, manufacturing and Tijuana hookers
