At those levels most people will not know a single person affected by it. Especially when at the same time the fertility rate falls very sharply (it had already fallen to 1,45 in Western Germany by 1975) and children are basically universally unwanted. It automatically happens if the country just manages to continue doing the absolute minimum, the exact same things it did back in the 1960s.
